WIndows 7 CPU Power Settings

I have been attempting to underclock my CPU to reduce heat during gaming. I have tried using both AMD Vision Engine CPU power setting and the windows 7 power options for min/max state. The settings apply fine but as soon as I fire up any game or full screen app, they reset back to maximum and the overheating ensues. If I run the game in windowed mode, the settings are kept and working.
I guess I am probably missing something here, so if anyone can offer some advice it would be appreciated.

Instead of trying to put a bandaid on the problem, fix the under lying problem. Clean the fans and heatsink on the CPU. Probably caked with dust.

Or get an all in one liquid cooler, you should not be having any over heating issues, especially with that cpu

Are you running the cpu at stock speeds ? No OC at all ?

Go with a premium cooler and re-apply a quality TIM. Reset the CPU to default levels and then take things from there. Sealed water fits in most all cases and top flight air is a bit more of an art to fit, both will require a new back plate on the mobo !

Thanks for the responses guys. I am aware of the over heating problem and it will be resolved when time and finances allow. Its really not the issue I am wanting to address. I do not require advice on overheating, though I appreciate the replies.
The issue is why should running games force my power settings to reset to maximum? That's all I want to know

If the CPU has a turbo function maybe you need to turn that off in the bios? Otherwise I don't have a clue and I would get back to re-seating the current cooler with new TIM and then look to pull the side panel off and push some air over the rig when gaming. But underclocking while asking the system to game seems counter intuitive to me, your mileage may vary?
