Solved Windows 7 crashes after loading Setup is starting services

Blagodaram, but it failed. I tried what you mentioned and when I pressed "disable automatic restart after system failure and it worked fine, until I got "Setup Is Starting Services" and I didn't get a blue screen, the PC shut automatically. I tried 3 times, and still didn't work. Gregrocker, What do you mean, enter "device manager"? I cannot enter the system, always shutting down, no way out. I cannot seem to get it work, :/. I don't know what to do D:.

Did you click the blue link to read the tutorial? It sounds like Win7 is trying to start in the final stage of install, so if you enter Device Manager to uninstall any erroring devices, it might complete the installation.

Next try wiping the HD with Diskpart Clean Command. Press Shift + F10 at first screen to get to Command Prompt. Once HD is wiped then boot installer to see if you can Clean Install Windows 7 .

If this fails test your RAM - Test with Memtest86+ . Guarding against static shock by holding metal on the case, remove all but 2gb RAM to try install. Swap RAM sticks.

Next test your HD using the maker's HD Diagnostic extended CD scan. Then run Disk Check from the installer Command Line. You can also use the HD Diagnostics disk to wipe the HD.

I marked this solved because my dad brought the PC to a service (AMC) and they fixed it. Now it's OK. It's working fine and I made 14 on my birthday (27th May) and I bought a new video card and new Cooler. Thank you all for the support.
