Windows 7 freezes after downloading any file

After I download a file - whether it is a JPG image or an Excel table, or anything my PC freezes for 1-2 minutes, and I cannot do anything except moving a mouse (the cursor would turn into green circle). Then after 1-2 minutes in unfreezes and works normal.

I have a powerful computer (Intel I7-2600 with 16 gigs) and do not experiencing any other speed problems. Initially I blamed it on my antivirus (thought it is checking the files), but couple days ago I completely reinstalled the system (due to hard drive purchase) and had not installed the antivirus yet, and I do see the same issue.
