I have tried installing SP1, with the window update and always come with fail and an error Code FFFFFFFE - Windows Encountered an unknown error. I have tried countless possibilities to fix this such as manually downloading it, System Update Readiness Tool, Troubleshooting (administration and normal mode), and turned off antiviruses. I have been searching for solutions to fix this code but couldn't do it. I just wanted to download paint.net to do a school project but I need Windows 7 SP1 or higher to continue. Is there anyway to get this update?

Thank you in advance!

You have Norton installed - I would suggest uninstalling it while troubleshooting, and installing MSE temporarily.
There are no problems in CheckSUR, and only minor problems in the CBS logs that I can find.
I can see no signs of an SFC scan having been run?
Please do so and post the new CBS.log file after - it may show something
Please also post the C:\Windows\windowsupdate.log file.

Is it mandatory to remove Norton, and will I be able to get it back somehow after I installed SP1?

After doing the SFC scan, I don't see the update for SP1 anymore in windows update. Is that suppose to happen? Should I just download SP1 manually?

I suspect that it means that it has detected that SP1 is actually installed already.

What does the System page show now?
(right-click on Computer, and select Properties)
