Windows 7 infinite reboot loop on RESTART only

Ok so I have Windows 7 PC and ever since it was purchased, whenever your Restart, it just do an infinite reboot loop. This only happens when RESTARTING and not when SHUTTING DOWN.

I need fix on this as my Windows 10 Upgrade is ready and the upgrade just doesn't complete because during the upgrade, windows tends to restart several times and I'm getting this infinite reboot loop.

Is it running an AV like Norton or another anti-virus? If so I would try uninstalling, then running a removal or cleanup tool for that specific AV program. Then clean the Registry with CCleaner.

If none of that helps turn on boot logging in msconfig. The log file is named C:\Windows\ntbtlog.txt. It may give a clue what the fault is.
