Windows 7 installation. Setup was unable to create a new system partit

I have been getting this error for the past few days while trying to re install windows & professional 64 bit.
I have followed the instructions I found elsewhere but to no avail.
What I have done... Created a new partition and formatted it, cleaned it and set it as active. But when i reboot the setup does not see the new partition and I get the same error.
I have a dell dimension 9200 with 6 gig of ram,One 500 gig seagate hard drive and two DVD drives also connected. I have disconnected everything but the monitor keyboard and mouse.
Can anyone help?, I am getting frustrated at this point.

Do you have an EFI BIOS? Reboot into BIOS setup to look for settings for CSM, Legacy BIOS, UEFI, EFI, and Secure Boot.

If EFI BIOS then the DVD needs to be booted as an EFI Device, all partitions deleted to reset formatting to GPT disk. If that fail run the Diskpart Clean command to clear the formatting, followed by Convert GPT.

Otherwise where did you get the ISO and how is it burned to disk?

Test the hard drive with Seagate Seatools bootable CD. Burn the ISO to CD with Windows Image Burner. After diagnostics do a full wipe.

I just encountered this issue with a new EFI BIOS based motherboard. I resolved it by installing the Windows 7 installer to a USB 2.0 flash drive. There is some bug with newer BIOS, Windows 7, and USB 3.0 flash drives.

Win7 doesn't have USB3 drivers in its installer which is from 2010. So you need to use a USB 2 port, disable USB3 support and/or enable Legacy USB in BIOS setup.

The flash stick must also be specially formatted for UEFI Bootable USB Flash Drive - Create in Windows using Option One, booting the stick as a UEFI device.
