You did not say your drive was almost full!
If disk cleanup very low disk didn't help, and you say it did not.
I would suggest that you remove at least 25% of stuff on your drive.
If you can not then you need to purchase a larger drive.

A near-full hard drive can negatively affect PC performance. Windows moves information into and out of RAM, your computer's temporary memory. Some of the content in RAM is Windows itself, some of it may be software you are running, and some of it may be data that Windows predicts you will want soon

I am not telling you to do that. I am suggesting that if you have things on your drive you really don't need or use, it would most likely help, at least some. If you can't remove some junk, and your drives on all you machines are almost full, that can cause problems with the slow folder opening. I don't know what you have running on your computers, I don't know what background programs you have running that may be part of the slow folder opening problems. If you are close to maxing out your RAM with processes and applications running, that can cause problems too. When you run out of free RAM your computer starts.

So what happens when your computer runs out of RAM? ... That's because when your computer runs out of memory it will start to use the hard drive space for "virtual memory" to compensate. While in theory this sounds fine, in reality your hard drive read/write speeds are much slower than the RAM read/write speeds.
