I have a thought but would feel better if someone could confirm it
I have a new avermedia gamer hd 2 capture card and every time I install it into a pci-e 1x slot (2.0) I get a crash at starting windows screen ( win 7 pro) but the system boots well it’s in a 16x slot ( it lights up but windows does not detect it) my guess is I have a bad card that crash’s the system on boot and for what ever reason windows does not care about the 16x slot (something to do with the motherboard being sli supported?)

Yes mate I would guess it is a bad card too but I don't know what you have in that machine so maybe you could follow this please and make things maybe a little clearer. Now before we can help we do need to know what is in your machine so please do this System Info - See Your System Specs or either enter the specs of your system in your forum profile the specs will appear when we click on that little box bottom left of the post screen it is for me the preferable option as it is easy. As you may appreciate it is very hard when you don’t know what one is working with for example a diesel or petrol engine. (pretyped to save time)
It may be that perhaps your board will not or does not support the card too but until we have the details cannot say.
