Windows 7 Pro Refurbished PCs reinstall

Back story (if you want to know why): A friend of mine bought this computer with Windows 7, then changed so much (stuff for lack of a better word), that Windows DVD Maker opened instead of ANYTHING else you clicked on unless you Right Click > Run in Sandbox mode the program (never seen this option before). Also, I was unable to install any programs or uninstall in programs. So re-install Windows is my default move when I don't know what else to do.

What I did:

What happened:
1) The Windows 7 Pro Refurbished PCs OEM Software sticker on the laptop doesn't have a Product Key on it. There is a Windows XP Professional sticker also on the bottom, this Product Key obviously didn't work either (but I tried it).

2) Currently running Windows 7 Pro, but not activated.

What I want to do:
1) Get Win 7 activated.

What I wish I would have done:
1) Got a Diagnostic Report BEFORE I re-installed Win 7.

What I'm thinking about doing:
1) Trying to install Windows XP with the Product Key.

The installed Product Key is the Default Key for Win7 Pro - and can never be activated.
What EXACTLY does the refurbisher's sticker say?
Most refurbishers are required to affix a proper COA sticker for the new OS alongside the old - and this should have the full Product Key on it. Many others with so-called 'refurbisher's stickers' on are in fact counterfeits.

Check inside the battery compartment - the COA sticker may be there.

If it was refurbed by one of the big companies, it would have a sticker like the ones here...

Smaller companies are still required to affix proper labels, and cross out the old one.

This does NOT look like a proper label to me - it looks like a printed Avery label.
Is there a metallic strip? with hologram?
If not, then it's counterfeit.

Ignore errors produced when clicking on the Copy button - they simply mean that the tool could not create the backup files for some reason. The data is still copied to the clipboard for pasting to your response.

Please also state the Version and Edition of Windows quoted on your COA sticker (if you have one) on the case of your machine (or inside the battery compartment), but do NOT quote the Key on the sticker!

Please don't tell someone that the COA that was shown in the top pictures (that do not contain a long key number) are invalid or counterfeit. These are the current style COA's that are being issued by Microsoft. These COA's require that the refurbisher submit a tag number from the COA to obtain the license key to input on the computer.

I am a registered Microsoft Refurbisher and these are the exact COA's I get shipped to me directly from Microsoft and one of the 3 party vendors I get my business Refurbisher packs from. In the refurbishing business, if the computer is for an individual, school, non-profit or other qualified group you can obtain the COA and keys form Microsoft and they are know as citizenship licenses. If its for a business you have to purchase it from an authorized distributor and you still get the same type of COA.

I just received a shipment today and they look just like the one shown by the original poster.

"What does the end user customer receive?
When a Registered Refurbisher distributes a refurbished PC to an end user customer, they must include the following:

• The PC preinstalled with the program license and the original pre-existing COA still affixed to the PC.
• A new program COA affixed to the PC (or server if supplying Windows Multipoint Server 2011 Premium).
• A product key information sheet including the product key for that PC or server.
• Also:
  • If the license is a commercial license, recovery media will be included and the Registered Refurbisher may also include a hard disk based recovery image if they wish.
  • If the license is a citizenship license, there is no recovery media but the Registered Refurbisher may include a hard disk based recovery image if they wish.
  • If the license is for Windows Multipoint Server, you must also include the Client Access License card supplied in the product pack.
  • Depending on the product supplied, printed license terms may also be included."

Now for larger refurbishers that say do 1000's a month, the COA may be made specific to them, not sure on that. But most other refurbishers, such as my company, we are allowed to obtain up-to 500 COA stickers a month since we don't do a lot each month. My company is based in a small East Texas town and normally I might do 500 a year, just depends on how things are going.

But, as always, if you question whether its legit or not, contact Microsoft. You would be surprised at how many computer I do service on, that were purchased from another local computer business as refurbished, have non-compliant (i.e. illegal) software installed on them, but we work with the customer to get it correct and its not that expensive to do it right. Its a shame when you have a local computer business, that has supposed been in business for over 30 years, taking a Dell installation disk and using it on HP's and Toshiba's, and when you open up the properties it shows that the computer is supposed to be a Dell. Always Buyer Beware, If In Doubt Check It Out.
