Windows 7 randomly laggy at a specific framerate

my computer will randomly be laggy at some specific framerate (seems like 15FPS roughly)
youtube will be laggy. dropping frames. dragging desktop icons also is laggy and dropping frames.
scrolling in discord is also laggy and dropping frames.

playing fullscreen games or power hungry games seem to have no issues for some reason

if I change my theme from AERO to basic or classic. and back again. its fixed for some random amount of time (5 minutes to a few hours at random)

Nothing is running in the background using any CPU or GPU or hard drive. its just random for no apparent reason.

Any idea? Nothing in event viewer either.

Theres pretty much nothing running on my computer that I dont know about. so I dont know what could be causing it when theres no obvious cause.

could be a virtual memory problem. Had you checked the page file size? Does playing game clear the lagging, when return to the desktop?

my pagefile size is not abnormal. its about 54GB in my pc
I have 32GB ram so thats about right
I have it on my fastest drive (main SSD)
I dont think its memory related.
My memory usage is normal.
I dont know when this issue started happening

I cannot confirm for sure, but I have the suspicion that your problem comes from a power supply problem. Why? Quoting from your specs: (only relevant parts included)

That's a power hungy CPU, with a power hungry overclocked GPU plus 4 hard disks, two of them spinners. All powered with a 430W PSU. At first glance it seems insufficient for all of them. Other devices may only add more demand.
A good power supply will throtle the current to devices to avoid damages, but it results in random or erratic behavior when there is high consumption, say at high CPU or GPU workload or when all HDDs are working together. This could also explain why switching away from Aero partially solves it (less GPU work).

Try disconecting unneded devices (I would start with hard drives and then GPU) to soften the load and see if the problem stops. If so, and if it returns when you plug everything back, you'll need a bigger power supply to feed your computer with.

Your pagefile is insanely big. For 32GB of RAM, a tiny pagefile (or no pagefile at all) would be fine and better. I seriously doubt this has anything to do with lags, but anyway reducing it would minimize the enormous waste of hard disk space.

my graphics card only takes 75W whether overclocked or not it doesnt have any external power connectors from the power supply.

Im only running two SSD's now. and one external USB 3.0 HDD not internal
and theres no throttling at all. when it happens or not. i checked CPU-Z.
I dont get this issue when playing a fullscreen 3D accelerated game. only when im using my desktop.

Everything unneeded is unplugged.
it doesnt matter if i use integrated graphics without a graphics card installed entirely.
still happens randomly.
doesnt matter if I make pagefile small either.
I NEVER GEt THIS ISSUE AT ALL PERIOD in windows classic theme or basic theme.

Only when using DWM/aero theme.

my power supply used to be a 235W power supply which had no problems running the same setup. and ive since upgraded it and still not seen any difference along with removing my 2 internal HDD's
