Some people like to know things in advance. But as with older versions of Windows (Vista, XP, 2000), we can expect to see the first service pack 12-18 months after the initial release. Since Windows 7 is going GA on 22 October 2009, it then means the SP1 release will be sometime after October 2010...

Possibly because:

* They're already working on things that might be considered feature changes or additions rather than bug fixes since the code was technically frozen, and they simply need a new branch for programmers to keep playing around with things.

* They're simply testing that service packs can indeed be applied to Windows 7 without issue.

* They want to accelerate how quickly a service pack is available after release because they know a lot of tech people won't install an OS 'til it's out.

I'd expect it's largely because they simply need a new branch for some programmers to keep playing with things above and beyond what's going into getting RTM ready.

RTM right now should be tweaking a couple visuals, confirming bug fixes, drivers, and compatibility, and enhancing performance and that's it. If someone has something to add to search techniques or something comparable, it's not going in RTM now, it's on a different development branch, and potentially something ready for download when 7 gets released.
