Windows 7 shutdown but laptop wont turn off

This happened a few days ago. Window 7 shutdown fine, screen goes black, fan about to stop, but the fan and hard disk makes a start up sound with the screen still turned off, then my laptop just stuck there for hours. I had to normal shutdown then force shutdown with the power button every time. The same thing happen to sleep too, screen turned off with fan running full speed, then I had to force shutdown.

I have tried Safe mode and Clean boot(with all services and startup enabled), both preformed shutdowns successfully.

Side note: I reinstalled win 7 a while back, but i just found out I have no system restore points when I thought maybe a system restore would help. The system restore was turned on for a missing partition. Its fixed now.

Edit: about those Safe mode and Clean boot restarts. I just tried to restart normal, and my laptop restarted like nothing is wrong! so it can restart just not turn off. oh my

Have you ran your malware and virus scans? What, if any, programs did you install just prior to noticing this for the first time?

i truly cant recall, except a nvidia geforce experience update, but that thing updates everyday.
