Windows 7 Splash screen help

Hello guys i have 2 big problems with my computer,
I have restarted my PC 10 times today and still not fixed!!!
First problem is ,Slow shutdown and startup
Second problem is, when I start my PC,i have 3 splash screens ,first screens is something like this

"

second screen is "starting windows with Win7 startup logo
and third screen is,Blue sceen with "WELCOME'-Loading please wait,now i want to remove this first screen,
asus inspiring inovation pres DEL or f2 etc etc...
I hope someone will help me with this,becouse i need to wait my pc to start up about 1 -2 minutes
EDIT:My pc is new ,
I3 4160
H81m-k ASUS
4gb 1600Mhz ram,
R7 265 2gb DDr5,

That's the mother board bios flash screen and can not be removed,
Contact Asus for details

I'll just add without it you'd never be able to change the boot order even if you needed too= not a good thing.

You can disable the splash screen in any bios.

The other 2 aren`t splash screens, they are part of windows, everybody has them.

You want a fast startup ? Buy and install windows on an SSD.

Try this.
type MSCONFIG and go to startup tab. NOw disable all the programms (uncheck them) and reboot.
Check if any windows updates are missing to be installed.
Perform a clean boot and see if you see any changes.

Disabling startup programs will have no affect on what he`s talking about.
