Windows 7 Start menu and folder options problems

Hello
I am using Windows 7 Ultimate 64bit which tells me I am logged in as the administrator yet I am not able to change any of the start menu or folder options settings. I change the settings and press ok but when I check to see if they have changed I find they have not changed at all and have reverted to their original settings. I have tried everything I can think of but to avail. Is it possible to repair W7 using the original install disk and if so will my installed programs stay intact or will I have to re-install them all. My internet security (Kaspersky) scan shows up no virus's.
I'm almost at my wits end . Never had a problem like this with XP.

I did a repair install which cured my start menu problem. But I still get the message (You do not have administrator rights to get updates for this program) when I try to check for updates on my family tree program. Yet I am an administrator if I check user in the control panel.

Did you install the family tree program for All Users? That may be the problem. Try going to the programs folder in Program Files or Program Files(x86), right click on its <Program Name>.exe file where Program name is the name of the program, and Run as Administrator and see if that will allow updates.
