windows 7 starter edition & windows 10

Does anyone know if w7 starter will get the free upgrade to w10. It would not upgrade to w8 due to spec, but if w10 can go on phones etc i hope my samsung 110 netbook will be ok.

Anyone able to answer this question cannot find anything on the internet either way.
