Windows 7 Stuck in Boot Loop, but All System Checks OK

I shut my My HP Pavilion desktop with Windows 7 down normally and when I tried to turn it back on it is stuck in a boot loop. It starts, gets to the Windows 7 splash screen, then restarts. I can get to the BIOS, but I don't think it's a BIOS issue.

When I hit F8 to get advanced options, I do not get any of the usual options - Safe mode, Safe mode with networking, Safe mode with command prompt, Enable boot logging, Enable low resolution video (640 × 480), Last Known Good Configuration (advanced), Debugging mode, Disable automatic restart on system failure. The only options I get are Repair your computer and Start Windows normally. I've tried several times to run System Repair and each time it fails, it says "Startup Repair cannot repair this computer automatically".

The Diagnosis and repair details show several tests the result for ALL of them is "Completed successfully. Error code = OxO" and says Startup Repair has tried several times but still cannot determine the cause of the problem.

I put the Windows 7 cd in to try to use the repair tool directly from that and I did get the safe mode and other advanced options, but I get them as they relate to the cd. When I selected Safe Mode the PC still did not boot, it just took me to the installer.

I've run System Restore a couple of times and it says the restore was successful. I've run System Diagnotics and the hardware and memory check out okay. The bootmgr checks ok. When I boot to an Unbuntu cd, it sees the main drive and the recovery partition and all of my files are there and accessible (I backed them up). I'm at a complete loss. I will reformat if necessary, but I was wondering if anyone had any ideas why if everything says it's ok, it's stuck in this loop?

I'm wondering if there is a new virus you are easily the 9th person today with this kind of issue.
This is going to be difficult to solve with you unable to get into safe mode.
Let's see if a startup repair cycle can get your boot menu fixed since that data is part of the bootmgr the startup repair cycle can possibly fix that issue at least.

Thanks for the Startup Repair suggestion, but I tried it several time and all it does is go through the motions, tell me it can't find the issue and goes back into the reboot loop.

Well I guess it's at least kind of good to hear that it's happened somewhere else because I've googled the hell out of it and can't find anything. I was thinking it was some kind of new virus too. *sigh* Guess I'm gonna have to reinstall. At least I was able to save my files.

im having the same problem... except i can get into safe mode but cant seem to find any problems either. i have run norton internet security 2010 and it has found nothing but windows continues to reboot itself after i select a user

Well you're luckier than me. I've found that the big boys (Norton, McAfee, etc.) don't usually find/fix this kind of stuff. If I could get into safe mode I would try running Malwarebytes and something like Spyware Doctor.

*sigh* Me? I'm resigned to spending my holiday weekend reformatting and restoring all my programs.
