Windows 7 Ultimate x64 is only using 2gb out of 4gb

For some reason my windows 7 (x64) Ultimate is only using 2gb out of 4gb

-its not the bios
-its not msconfig
-its not my 8400gs 256mb pci-e

I KNOW ITS WINDOWS 7. I read some where that it could be hardware reserve. How do I switch that off? Please Help!:cry::cry::cry:

Do you mean it is showing 2 instead of 4?
I have 16GB and Win7 is only using 4.5GB.
