Windows 7 Ultimate x64 Virtual memory issue

So i have finally decided i should seek help for this after looking at a decent 100+ fixes/similar problems related to my issue.

For about 2 months now i have been getting virtual memory low errors and attempted to change these settings to no avail, my Virtual memory seems to be "locked" i'm unable to set or change it for any drives, any changes i do make are reverted when i restart to change them.

I have tried a few fixes .eg attempting to set it in safe mode, forced deletion and recreation of the pagefile.sys, windows patches .ect

So far none of these have worked and im at my limits with this machine.

My account has full control and is the only one on the system other than the default administrator account.
