Hi everyone, I've ran into this error for the last couple months while trying to install these Windows 7 updates:
KB2973201
KB3002885
KB2993651

In the meantime, I've been able to install a number of other serious and optional updates. I've tried a number of things so far.

Running the Windows Update Diagnostics gives me this message:

"Windows Update error 0x80070490(2014-12-26-T-08_33_49P) Not Fixed"

Missing Deployment Keys are a royal PITA :(
Fixing one or two is feasible, but fixing more than that is getting into the realms of probability theory.!.

Since all of these errors here are from the original install of Windows, one has to wonder whether Windows Update ever actually worked properly.

I am thinking that your best option is likely to be a repair install of Windows.

Thanks Noel. One big piece I forgot about is I did a mirror install to a new hard drive earlier this year. This must have lost something in the process. Thanks for the feedback!
