Windows 7 will not boot, repair start up launch also doesn't work

Hello, I hope you guys can help me. I have A Dell Laptop with Windows 7.

Today my laptop stopped working. When I try to turn it on normally, it will go to request to either launch the start up repair or to try booting it up normally again. When I try to launch the start up repair it will state that it's loading, but then it will stick to the windows 7 blue screen and stay there, nothing will happen. I tried to see if I can launch the Recovery manager by pressing F8 while the dell logo appeared and selected the 'Recover your Computer' option but it gives the same windows 7 blue screen. It also wont work on Safe Mode.

I hope there is a solution for this, I do not have a recovery disk.

i would try running the dell diagnostics. start computer start tapping F12 and run the tests on hard drive
