Windows 7 Will not shut down + other issues

i have been searching the forums and google for a solution.

Win 7 Ult x64 when i click shutdown/restart it logs off then site on the shutting down screen. I even tried a CLEAN BOOT and it is still having this problem.
also when i am using windows and i am on a window that scrolls randomly my window will automatically start to scroll without touching anything, it scrolls and then stops after like 60-90 seconds then my computer is fine to use again until it starts to do that again. it does it at random times.

when i click run my task manager it opens up with the content part of the window but the title bar, menu bar and tool bar are missing. meaning the only thing showing is the white area with the list of things running. can anyone please help me out with these issues?!

For the task manager, open him up and double click where I have marked the pic in red, either side it dont matter.

I would also try running this, if there are any problems run 3 times rebooting before each.

thank you the task manager worked but i ran that scan earlier today and it did not find any issues.. have malwarebytes and they did not find any virus/malware

any other ideas?

It could be a virus or malware.
Do you run any real-time Anti-Virus and/or Anti-Malware programs?
Have you scanned with any programs other than Malwarebytes?
There is no one program that will find/fix/prevent all viruses and malware.

It could be hardware related.

Did you buy a PC with Win 7 Ultimate preinstalled, or did you install it?
