Windows always opens a new window when doubleclicking on a folder

First off, my settings under 'Folder and Search options' are set correctly to 'Open each folder in same window,' AND 'Double-click to open an item.' but for some reason windows still opens new windows when double clicking on a folder.

Any other suggestions on how to fix this?

First thing I try is uncheck then check the setting again, then click Apply to Folders Button. If that doesn't work you may have to reset defaults first as shown in the Tutorial:

Edit: another thing you can try is recheck the setting, hit Apply to Folders, then log off, and back on. Logging back in forces the system to reread the Registry.
