Windows Backup has not been set up is displayed when I try to use Windows Backup. I click on Set up backup and nothing happens. I wait and wait and no response. This is pretty frustrating!

The important thing is to get an image so no reinstalls are ever necessary again.

Click the Create an Image link and it should manually save it to backup.

If the backup menu (configurable for files/image saving on a schedule, when external is plugged in, etc.) doesn't come around then I suggest you use your tech support with MS or manufacturer to get it working.

Have you disabled any services? Installed any 3rd party security software? Although I have ever tried it, can you run the backup utility under safe mode?

How do you have the UAC set. Look around for any icons that are blinking requesting permission. I saw some the other day in the taskbar that were hard to see. It seems some windows pop up behind other windows so you don't know they are there.

I have the same problem with Windows 7 backup. I am unable to get the "set up backup" button to do anything. I've turned off firewalls, anti-virus software, UAC and anything else I could think of. I am able to create a system image by clicking the "create a system image" button but that's it. It seems when I either right or left click on the "set up backup" button it totally ignores me. The cursor turns to a hand and underlines the "set up back up" command but clicking on the button does nothing. No clicking sound or anything. To the left of the button it just says "Windows Backup has not been set up. I am trying to set the program up to backup to my internal hard drive "D" at selected times.
I do not see any hidden permission boxes. Checked services and don't appear to be anything turned off.
Any other suggestions would be appreciated.

I gave this a try Brink but no joy. The "Set up backup" button is still unresponsive and Backup shows that Windows Backup has not been set up. I can still create an image manually but just can't configure anything within the program by setting up Windows Backup.
Thanks for the suggestion. I will keep looking for a solution.

HotTub,

If Flavius's suggestions still do not help, then a repair install should fix it for you without losing anything.

Doing a clean boot didn't help the problem. I'm not quite ready to do a repair install yet Brink. Read the procedure in the "Brink Link" you supplied and it's a little bit more then I want to take on right now. Everything else in the computer is running great. Just Microsoft's backup & restore is giving me grief. I do have Aconis doing my backups for now but it just irritates me that I can't get Microsoft's version of backup running properly. I thought maybe Acronis might be causing the Microsoft lockout but would have thought the clean boot would have disproved that.
Thanks again to all for the tips to try. When I do get around to trying a repair install, I will post the results.

I just went through the procedure to create a system image backup and as it progressed it then went to a black screen. I supposed a wiggle of the mouse would bring the desktop and progress screen back but Windows appeared to be "done" so I had no recourse but to hit the computer restart button. There are files on the DVD but whether it'd work as a system backup I have no idea.

This went real well.

Always test your Backup Images by cueing them up for reimage. Do this by booting from the Win7 DVD Repair console "Recover Using An Image" and see if it autodetects the backup image in the root of the external drive, or saved in its own Primary partition, or over the network by passwording storage computer and placing image in drive root. Keep name same.

Then go through the steps to get it ready to image and stop short of clicking the Final next unless you want to actually reimage your HD.

If you investigate and find you also cannot create or use restore points, the backup service has been disabled. I had about 30 or more services disabled after an aborted software installation and spent 4 hours with Windows 7 support as a result. If you can, create a restore point before making changes other than activating the backup services Run service.msc (type into the bottom of the start menu). Find "Windows backup" and set it to manual or automatic (use apply button) and start it. Observe other services that have been disabled. Additional information at blackviper.com..........

Thanks for the replies. I'll have to test the image on the DVD when I have time later today. As for restore points, I have always made certain I did that before making important changes i.e. in regedit, etc.

I'll be working on this box later in the day as I have Fedex delivering more ram and a cardreader. Then I'll test the image backup.

I was having the same issue. Although I use Acronis, I wanted the Windows backup to at least work.
Went back to an Image (one I made right after installation & activation) and the Windows backup set up worked fine.

Then I started to install every program I would as usual until I found the issue.

a-squared Free prevented the "set up". All you have to do is go into the configuration and uncheck "Activate Explorer integration". That did it for me.

However, when I went back to another image I made (with everything installed) it didn't work again.
This time it turned out to be a program called ShellCrypt. Old encryption program I use. Uninstalled that and it worked fine.

So a-squared & shellcrypt caused that issue for myself.

Added: Does anyone know if this is a Windows issue, or an issue with these specific programs?

About to just move on

I tried a repair install but still was unable to setup my Windows Backup. The only thing that works is a clean install but since the only problem I am having with Windows 7 Pro is configuring Windows Backup, I don't want to take that route. I can use Acronis True Image instead. It just bugs me to no end that I am unable to figure this problem out. I have tried all the suggestions on the web that I could find like resetting the backup registry fix, running scanow's, a few safe mode suggestions and anything else that was recommended. None worked.

Here are a few new things I have noticed since my original post reporting my problem.
1. Windows backup IS NOT in my Windows Services list so I can't start, stop or set it to manual mode if requested.
2. My Windows Action Center icon in the system tray shows that Windows not being backed up is a PC Issue. If I try to set up the backup through the Windows Action Center instead of the control panel, I get as far as the "save settings and run backup" box but when I click on the box I get a message that says "The specified service does not exist as an installed service(0x80070424). At least this is further then I get when starting Windows Backup through the control panel. I don't get past clicking on the dead "Set Up Backup" button there.

I tried uninstalling Acronis True Image since it appears to be the default backup program and thought maybe it was locking out Windows Backup from setting up but that didn't make a difference. I am using Avast for my anti-virus software. I checked out all my third party software and could not find any of the programs installed that are listed on the Internet as causing problems with Windows 7. I feel that the problem lies in something I have installed but I can't go back far enough like Ryan7 did and do a step install until I find the program. This problem has been going on longer then my backups will let me restore to.

I'm about ready to click the "Turn Off Messages about Windows Backup" issue in the Windows Action Center to get rid of that continuing message and just move on and forget about Windows Backup & Restore and just use Acronis. It's just not worth going all the way back to a clean install to fix. I just hate to admit this problem beat me. Maybe down the road I will stumble across the culprit causing this.

Thanks gregrocker for link. Went through all the suggestions. There were a couple of things on the list I hadn't tried yet. I was able to run a successful backup manually through a cmd prompt using the links suggestion. This doesn't fix the configuring Windows backup problem but it does give me a successful backup. I also am unable to find any information dealing with the "Windows Backup not listed in the services menu" problem that I have. I do have shadowcopy listed and I set that to automatic as suggested. I think if I could get Windows Backup on the services list again it would be a step in the right direction to get Windows Backup to configure properly. I've Googled around but could find nothing about getting Windows Backup on the services menu again.
Thanks again for the help.

Rebuild services

Try running "Sfc/scannow" from the command line to rebuild services, then see if the Windows backup service is restored.

I have tried running a "sfc /scannow" several times but it never finds any integrity violations. Just ran another one with the same results. I tried importing the registry entry from BlackViper.com/Windows_7/services/windows_backup site and that put Windows Backup on the Services list again but now when I run a backup through the Action Center (I go through Action Center because the setup backup button is still dead in backup and restore menu) I get a different message that says "The service did not respond to the start or control request in a timely fashion. (0x8007041D). Looks like I swapped one error message for another.
