Windows characters not displaying correctly

I have a russian copy of windows 7 installed, however, it seems to be not displaying correctly. I just use it for web browsing (firefox) and basic office tasks (office 2013). I have tried a system restore and that does not help after a few fays it becomes the same. The problem is whenever I try to display russian text (even in the applications like file explorer and control panel), it displays nonsense english characters. See here the phrase Русская версия (russian version) becomes Ðóññêàÿ âåðñèÿ. Please explain what is happening and provide help. It even happens in text entry like in WordPad and the notepad.

I'm wondering if the language of Windows is incorrectly set. If you go to Control Panel, Region and Language, Location, what is it set for?
