Windows Defender doesnt Open

Windows Defender doesnt open and gives an error message stating " This operation has been cancelled due to restrictions in effect on this computer. Please contact ur system admin "......

I am already an administrator for this computer....

I checked services.msc and i am unable to start the Windows Defender service from there it gives me an error message stating " The Windows defender service on the local computer started and then stopped. Some services stop automatically if they are not in use by the other services or programmes"......

Windows 7 Ultimate X86

You could try turning other security applications off (if there affecting it) also try turning UAC down or off just to see.

What are you using for an Antivirus program?

If you are using MSE- Microsoft Security Essentials- then Windows Defender is turned off and replaced by MSE.
