Windows dropping nexus driver when in bootloader mode can't override

I'm trying to take my nexus 7 (2012) back to Jelly bean as it's currently so slow it's unusable and I've tried all the cash deletes, etc.
I've tried using the Wug app and I've tried downloading the SDK so I can do it via the command line, but the problem I have is as soon as I go to bootloader mode (instigated by me via windows) Windows (7 64bit home premium) is dropping the driver. I've tried to put it in manually, pointing it at the driver files, etc. I've deleted it and updated and it tells me it's got an up to date driver (but calls it unknown device and won't communicate with it).:cry:

Can anybody help me get past this so I can sort out my nexus please?

Try installing this driver when your phone is disconnected then see if you can see your device in "adb devices" if you have the sdk and debugging turned on in dev options on the tab. Google USB Driver | Android Developers
