Windows Explorer crashes when I create a new user account

Hi, I really need help, this is driving me mental.

I have a corrupted user account so when I try create a new one windows explorer always closes as soon as a log into the new one, I've tried restarting my computer, it still crashes. I've tried to open explorer back up in task manager but it crashes straight away again. This is so frustraiting and it would be much appreciated if somone could help.

I'm running a Windows 7 Home Premium 64-bit.

Can you get in with safe mode?
If yes try a system restore for a week before the problem; want to be sure we get the good times.
