If I understand correctly with one user account you have problems, with another there are no problems. If this is the case, set up a new user account and delete the old.

When it happens go to event viewer and make a note of the errors. Do it three times then we can compare and possibly come up with the solution.
Type event viewer in search.

Since it only happens with one user, you can try a clean boot.

There is a program that is used by your account and not the other that causes the conflict.

Normal Suggestions:

1. De-clutter your computer. I.E. Uninstall all trial software, run anti-virus and anti-malware scans, defragment, etc.

2. Run a ChkDsk (Start > "cmd" > Right Click > Run as Admin > "chkdsk"

3. Run SFC / SCANNOW (Start > "cmd" > Right Click > Run as Admin > "sfc / scannow"

4. Open Explorer > Organize > Folder & Search Options > View > Advanced Settings > check 'Launch folder windows in a separate process' > Apply > OK

5. Get rid of any third party explorer extensions/shells. (Download this program. It should allow you to do that.)

Odd Suggestions:

1. Disable Preview Pane in Explorer

2. Disable UAC

3. Disable DEP (Start > "cmd" > Right Click > Run as Admin > "bcdedit.exe /set {current} nx AlwaysOff"
