Windows Explorer Loop

Hey,

I didn't know what to title this thread but here is what is happening:
Last two or so week the computer (on normal startup) has been restarting randomly, no set time or activity (originally once a day, then twice a day so on and so forth) (Also disabled system restart but I got on BSODs)
When it was restarting once a day I thought it was because it was overheating but I downloaded HWMonitor and found out my CPU was getting way too hot. I took the heatsink off, got all the dust out of it with compressed air and replaced the thermal paste thus cooling it down to normal temperatures.
However this issue stayed and now the computer restarts around about 1 minute in once I've logged on and it always takes much much longer to log on than usual.

Yesterday I tried to boot it in SAFE mode and discovered Windows Explorer would constantly crash and restart every 5-10 seconds.

I used CCleaner to no avail as it turned up nothing and Malware Bytes Anti-Malware suspecting virus activity and it turned up some very old dodgy files (2011 etc), I promptly deleted them however on restart Windows Explorer kept looping.

Clean boots didn't change a thing: A normal clean boot the computer would crash completely and restart like before; A clean boot in SAFE mode looped Windows Explorer.

Currently I am on a clean boot in Networking mode and everything seems to be okay (i.e. system has been on and functional for 30 minutes, longest for days, and no looping of Windows Explorer). I am very confused at this...

I have used the sfc /SCANNOW and everything passed fine.

Any ideas?

Just to clarify:

Windows Explorer only loops in SAFE MODE
In normal mode the computer just COMPLETELY restarts
In networking SAFE MODE the computer seems fine

So I did the whole Tweaking Repair and it didn't fix the problem as far as I can tell.

Any other ideas?
