Windows freezing randomly. Is this a hardware problem?

Hi,
I have 2 hard drives. The first one is windows 7 and the other one is XP. My PC was working perfectly. Before 2 weeks I have installed windows 7 in the XP drive and there wasn't any problem until the last week. My computer started to freeze randomly in both of the drives even in the safe mode and it doesn't starts until I do a restart. I have tried some solutions but they didn't solve my problem. Then, I have formatted both of my drives. However, my PC is still freezing. Is this a hardware problem?
