Windows Genuine and Activation Issue

Background information:

I have an old laptop that came with Windows 7 Home Premium 32-bit. My laptop had a ton of junk on it. So I decided to do a factory reset and start all over. This was about a month ago.

The sticker on the bottom of the laptop was no longer readable. I used a Key Finder program to grab the Windows key.

I received no Windows installation disc with the laptop. I downloaded the Windows 7 Home Premium 32-bit ISO from digitalrivercontent.

I installed Windows. Everything was fine until yesterday. I had shut off my computer so Windows updates would install. I rebooted my laptop and got the following error message:

Error Code 0xC004F063
The software licensing service reported that the computer BIOS is missing a required license.

In the lower right-hand corner of my monitor is the message:

Build 7601
This copy of Windows is not genuine

I searched Google and read the forums to find out how to resolve the issue. I was quite surprised to read on the forum how it is assumed that the Windows software must be an illegal copy or that the user must have entered the wrong key. Those are very bold and erroneous assumptions to make. While it may be true I got my copy of Windows from Microsoft's digitalrivercontent website, I purchased a Windows key when I bought my laptop, I did not receive a Windows installation disc with my laptop, and no one informed me that if I did a factory reset that I would have to buy Windows all over again. I should be able to enter the key and use the software without any error messages.

Below are the results from running MGADiag.exe. The key I entered matches *****-*****-JKHXW-D9W83-FJQKD (with the *'s filled in of course).

I also ran WindowsActivationUpdate.exe. When I did, I was sent to a webpage that stated, "Thank you for running an evaluation version of Windows 7. Because the evaluation version has expired, you must purchase genuine Windows. Not to worry, we can help you with that."

Computers that come pre-installed with Windows from large manufacturers usually come with two Product Keys.

OEM SLP: This is the key that came in Windows (from the factory). It works by connecting to a BIOS flag (the SLIC table) found only on computers from that Manufacturer. It also checks for the existence of proper matching licenses in the OS itself. Once it sees both, it self-activates every time the machine is rebooted.

COA SLP: This is the key seen on the sticker located on the side, bottom or in the battery compartment of your machine. This key is for use if the OEM SLP self-activation stops working for whatever reason.

The Key in your report is the OEM_SLP Key - which requires that it be installed using the Recovery media.



You need to change the Product Key to the one on the COA sticker on the machine's case (or inside the battery compartment), using the Change Product Key link at the bottom of the System properties page.


You may need to activate by phone.

I clearly stated above "The sticker on the bottom of the laptop was no longer readable."

I attached two images. You can see the Microsoft Windows sticker is worn and no longer readable whereas all the other stickers on the bottom of the laptop are still readable. If Microsoft requires users to get the number from the sticker, Microsoft should have made the sticker durable.

It is too late to record the key on the sticker, to put plastic over the sticker, or to scan the key on the sticker.

My advice to users is to do that. But by the time you read this thread, the sticker is probably unreadable.

My advise to Microsoft is to make the sticker durable. But probably no one at Microsoft who is in charge of key sticker standards will ever read this thread. I hope I'm wrong.

My laptop is really old. The battery is near death, the DVD drive broke a long time ago, and the connection from the power cord to the battery is faulty. I have no plans to spend money to reinstall Windows when I already purchased it. I will probably install Linux instead.

Saphire fan is noisy. Case fans are almost silent. Love the case.
No - the only hope is either a reinstall with the manufacturer's Recovery media, or relying on MS to provide a new key. I'll post details on that later.

...here's the detail on MS's needs...

There *may* be an alternative solution though, if you are patient and persistent.
Attempt Telephone Activation, and speak to an operator - they will tell you that your current Key is blocked (they should then ask for confirmation of your Product Key). Explain to them your problem, that you need to change the Key to the one on your sticker, but that the sticker is unreadable (could they please supply a replacement Key?). Hopefully they will ask for documentary proof of the sticker, in the form of an email with a picture of the affected sticker - and you can proceed from there.
Sometimes it takes two or three calls before you get an operator who actually knows and uses this procedure - but I know that it can and does happen.

I called Microsoft's activation center and was told by Kiran S. in Bangalore, India, that Microsoft sells the OEM license and does not keep records on individual keys.

Kiran recommended contacting the manufacturer. I've been out-of-town for the past couple of weeks. I will call once I get home and post with an update. In the meantime, please keep this post open for comments.

The manufacturer is not allowed (so far as I am aware) to keep such records, either.
You have to do EXACTLY as I said - if you do it right, and get the right operator, they will issues a NEW key (perhaps only a one-time key, but that will be enough)
