Solved Windows Installer Service will not start

I reverted the patches BypassESU does (it does modify some MSI dlls) and I can install things again. It seems I'll have to find an alternative to BypassESU or only have it enabled when I want to install security updates. Thanks for the help everyone.

I replaced the 3 blocks with dashes out of instinct, sorry about that.

Good news then.

One last thing, the Mgadiag report shows as NOT Registered, activated yes normal fix install KB971033 reboot TWICE, and the file mismatches should be gone and system Registered.
