Go to Start and type on-screen into the field named Search programs and files. Maybe the keyboard is going bad. Does it work every time using the onscreen keyboard? Go to Start and type on-screen into the field named Search programs and files.

You can try this procedure... http://www.sevenforums.com/tutorial...ation-conflicts-performing-clean-startup.html ...to see if you can locate any software that is absorbing the winkey+L combo.
