Windows Media Player 12 Shuttering

I'm really not sure what happened but weeks ago videos, whether I'm streaming or playing back from my computer, shutters and lag.

I did several virus scans and my computer is clean and yet it still shutters. I also tried other video players and still same result.

Really could help figuring out the problem and fixing it. Thank you.
