"Windows Network Diagnostics" IP configuration error

Windows 7 Home Premium 64 bit. HP model p6710f desktop. Hardwired connection.
Arris modem CM820. No idea what firewalls are installed.

Trying to get a new IP address. My ISP, RCN internet, agreed to help, reset the modem
and that did not work.

Tried CMD prompt as an Administrator

Start->Run, type cmd and press Enter. Type ipconfig /release at the prompt window, press Enter,

Getting error messages:

No operation can be performed on Local Area Connection 2 while it has its media disconnected.

No operation can be performed on Wireless Network Connection 2 while it has its media disconnected.

Ran the "Windows Network Diagnostics"

It says "Local Area Connection" doesn't have a valid IP configuration

I AM currently able to get on the internet, so how is it "invalid"?

Welcome to the forum. From a cmd prompt type ipconfig /all post results if it's a modem you may be getting an IP from your ISP which only they can change

Info on modem

This is a modem rented from my ISP. They offer no option to purchase it.
I think they may allow me to buy my own, but I'd have no clue how to shop for one.

Note that my ISP has already once agreed to help, and tried to give me a
new IP address by resetting the modem. Did not work.

The ipis live and issued by your isp only they can change it there is nothing you can do to change it if you have turned the modem off for 15 mins to break the connection and it then comes back the same its down to the isp

If I get an entirely new physical modem from my ISP, with the IP address be different?

No they may assign an ip as a static why do you want to change it?
