Windows Recovery Environment. Small version of win7 which loads into memory ( RAM ) and has repair/ installtion programs in it.

It is on your Hard drive, if you are running windows 7.

It is also on the installation dvd in two places, in sources\boot.wim, and in each image \windows\system32\recovery\winre.wim.

You can d/l
This and run the run as admin.cmd.

That will find it for you and make an iso.
