Windows Pop-Up Nuisance

Recently I began receiving a pop-up whenever I try to drag a file from a folder or drag it back in. Both folders and files were created by me and are on my desktop. It occurs with all folders and files no matter the age. The pop-up says, "Windows Security- These files might be harmful to your computer. Your Internet security settings suggest that one or more files may be harmful. Do you want to use it anyway? OK - Cancel" There is a shield on the pop-up with an exclamation point on it. I've done everything Imran and Vinod from Microsoft Community Forums suggested and all to no avail. Computer Hope did not help. The pc, as a rule, was never connected to the internet but connected to the internet only for the amount of time it took to install Windows 7 updates. After the updates were installed there was bad lag which remains and the pop-ups began. Anyone know how to get rid of the pop-up?

Run this tool

Click here DDS

:ar: Click on Download Now button

:ar: When the download is complete . Drag the DDS program from the Downloads folder to your Desktop

:ar: Double click the DDS icon on the Desktop then click the Run button to run the tool.

:ar: Place a check next to attact.txt and click Start . When done, DDS will open two logs

:ar: Save two logs onto your desktop and upload them with your reply

:note: Don't zip the attach.txt file

The Desktop is not a good place to store files/ Only shortcuts because the desktop is usually the first place to get corrupted,
How were these files downloaded or placed on your desktop ?
Right click and click on Properties,
General section is there a Unblock button ?
