Windows start up takes a long time

Recently I've had windows start up really slow. Even if I can log in and get to my desktop, it still takes ~20-30 min until my PC starts running as smoothly as usual. I did a virus scan and nothing was found, so it's something else, but I just don't know what it could be. My PC is like 3 years old, so I'm not sure if it's just that. I don't really know what information I should give, because I don't know the cause to this issue.

Here is some more information about this issue I have found out:
-This issue doesn't happen all the time. It happens around 30-50% of the times
-This issue happens only when booting. If I restart, then there is no problem.
