Hello mrje,
If you mean "Shut down" as in shut down the computer, then that option was never available in Windows 7 Task Manager.
Instead, you could click on the Start button and use the power button and/or arrow menu to shut down.

In addition, you could also press CTRL+ALT+DEL and click on the red shut down options box arrow at the bottom right corner for these options.
