Windows Update Error 80074424 dead end

I downloaded the SURT but all it does is offer to update Hotfix Kb947821. It did this three times before I noticed it was just downloading the same hotfix.

An SFC scan yielded this: Windows Resource Protection could not start the repair service

The update error code is 800704424 (with no X's).

I've attached my CBS.zip


In addition to this, I've tried ensuring the relevant services were enabled (BITS and Win Time were not running), but I can't determine what else I may have turned off that I need to turn on.


I also found a quirky little suggestion that uses Task Manager to stop and start explorer.exe, but that failed as well.

There's something very strange going on there - the CBS.log file appears to be completely missing, and has been so apparently since January!

I've never seen this happen before, and I really have no idea how to fix it.

I suspect that your best option is going to be a repair install of the OS.

I vaguely recall a logs setting that I tweaked a while back. I'll see if I can track it down and reply back here.
