the background CBS log shows the following errors...
Code:
Line 6466: 2014-03-08 07:29:40, Error CBS Failed to get session id for package. [HRESULT = 0x80070013 - ERROR_WRITE_PROTECT]

Expanding the first error gives this..

Try this...

Open Windows Explorer (Computer)
Navigate to the C:\Windows folder
Find the System32 sub-folder and right-click on it
select Properties

Clear the 'blob' from the 'Read-only (Only applies to files in folder)' box by clicking on it until it's plain white.
Click on Apply.

Make sure that the radio button for 'Apply changes to this folder, subfolders and files' is set, and click OK.

Accept the Administrator prompt. After a couple of seconds, you'll be told there is an error - click on the 'Ignore all' button.

Wait for it to finish - it could take a couple of minutes.

OK out, and exit Windows Explorer.

Reboot twice

Then try a new Check for Updates, and attempt to install ONLY the latest update found.

No-one said anything about file permissions!
The read-only 'blob' in the folder Properties screen will always reappear after doing the above, as folders themselves cannot have read-only properties - the important thing is whether the files it contained had their properties reset properly.

Please open an Elevated Command Prompt and run the following commands

ICACLS C:\Windows\Servicing
ICACLS C:\Windows\Servicing\Packages
ICACLS C:\Windows\Servicing\Packages\Microsoft-Windows-NetFx3-OC-Package~31bf3856ad364e35~x86~~6.1.7600.16385.mum
ATTRIB C:\Windows\Servicing\Packages\Microsoft-Windows-NetFx3-OC-Package~31bf3856ad364e35~x86~~6.1.7600.16385.mum

Post the results.

Here are some instructions to make life easier :)
1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

You have some very unusual permissions there - have you been using some kind of tweaking tool, or attempting to circumvent the UAC protocols?

The file access permissions are set so low as to make the system extremely vulnerable to any passing malware infection.

Please download and install Malwarebytes Anti-malware (free version) from http://www.malwarebytes.org/products/malwarebytes_free/ - UNtick 'Enable free trial of MBAM PRO' at the end of the installation - and update it, then run a full scan in your main account, and Quick scans in any other user accounts.

Delete everything it finds

These permissions aren't exactly dangerous in themselves, but they do lower the resistance threshold to malware, and consequently could lead to huge problems later.

A repair install is really your best option - and even a Factory Recovery will still entail a mass of updates being downloaded afterwards, anyhow which could amount to well over a GB of data. Do you have access to a higher speed connection at all?

See the repair install instructions here... http://www.sevenforums.com/tutorials/3413-repair-install.html?ltr=R
... and check your manual for instructions about doing a full System Recovery to ex-factory condition.
In either case, you should back up to external media before attempting the procedure.

That is most likely due to connection problems rather than anything else - did you reinstall all the drivers?
