(read your earlier post re downgrading)
The error code certainly points in this direction.

Found an article suggesting:
Open the Windows Update troubleshooter.

Ran the Update Troubleshooter

The diagnostic resulted in Error Code: 080300113
"An unexpected error has occured. The troubleshooting wizard cannot continue."

Did you recently reinstall/install windows?

Do you got a antivirus? If yes which one?

Do you use a firewall?
