Windows Update failed to install Internet Explorer 10 - Code 9C59

I'm running Windows 7 x86_64 architecture, and I am trying to install Internet Explorer 10 via the Windows Update service (currently I have Internet Explorer 8 installed). This update is continually failing with a 9C59 error (screenshot attached). I have tried to update to Internet Explorer 10 manually via the .exe to install Internet Explorer 10 and it also fails (as does, IE 9).

I have also attached the C:\Windows\Logs\CBS directory as a .zip file. From this, it seems as though some repair files are missing, although I can't quite figure out where these are supposed to be, or from which package/update they should have been installed from.

Any help appreciated,

The problem seems to be very deep-rooted.
There are C results in your files - but the CBS.log reveals the following error

It's an error type that I would have expected CheckSUR to find - but it appears to miss it.

I;m not sure whether it's a registry error or a file srror at this point - and I can't do much until at least Friday evening (Tom, please take that as an invite to take over! :))

Here are some instructions to make life easier :)
1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.
