WinDefend Service is not running. Checking service configuration:
The start type of WinDefend service is set to Disabled. The default start type is Auto.
The ImagePath of WinDefend service is OK.
The ServiceDll of WinDefend service is OK.

What is your current Anti-Virus? What other anti-Virus programs have EVER been installed?

There's not really any good reason to have a policy set to turn off the firewall, and Defender is usually switched to Demand start, rather than completely disabled.

McAfee AV was on the unit when I got it 18 months ago. I dumped it immediately. For a while I used Windows Security Essentials, the switched to Outpost. I'll switch WinDefend status.

I am unable to change Startup Type of WinDefend via services.msc. Perhaps Outpost has it disabled? When I try to change it, error message is: "The system cannot find the path specified'. Besides OutpostSS, I also have Malwarebytes Anti-Malware; SuperAntiSpyware; & SpyHunter4 active protection.

BITS anomalies

I did a comparison for BITS on this problem machine vs. my known good Win Home Premium 64-bit laptop and my known good Win Ultimate 32-bit desktop. Basically there appears to be some missing BITS files on this laptop. I will upload the word document chart if the attached jpg does not appear legible.

Upgrade installation

We gave it a good try for sure. I certainly do appreciate your persistence -- it was just too far gone. I am just finishing an upgrade reinstallation on the laptop so we'll see if that cured my problem. Again, thank you very much!!
