Run SFC /SCANNOW From Admin CMD
Download and run SFCFix Official Download - Repair Windows Update by Niemiro, log when complete will be on desktop.
Download and run AutoSURT64 by Snick, follow instructions please.

Just because I can.
Installed CD Key and is activated, via control panel system windows activation have key
DISM++ running installing updates now.

Thanks. i will check and get back to you. For the moment all the updates seem to install ok but Internet Explorer does not launch at all. Tried re-installing with no luck

Those issues need to be addressed.
I did a repair install on my system here yesterday, following my instructions, I have ISO.
Unzipped to desktop with 7zip
clicked setup.exe
followed prompts
skip key entry
Upgrade
when completed
ran DISM++
rebooted
SWEET
total time
2 hrs.

Not running maintainence is a culprit
Avast anti-virus is giving us issues and they have been notified. Their updater is leaving remnants/fragments of prior versions in the registry. I just repair installed on my machine because of that issue. Not that it is causing any problems that I can see, because it ain't right!
Depends on what the corruptions are.
if CBS.log and CheckSUR.log only show cat/mum pairs
& or manifests, I have all those, well, almost all those in my 900,000 file repository
some issues are more difficult to correct manually than a Repair Install which I quite often recommend.
If you can repair/replace as much of what SURT identifies as an Upgrade problem, then, most likely Repair Install, In Place Upgrade will succeed.
That is what I try to do here on Windows Update.

As a side note

As IE11 will NOT be updated after W7 EOL, you will need another browser.
I havn't used it for years, also removed it.
Programs/Features >> Features (top left) - untick in the new window.
