Windows Update fails to install updates for first time

I just downloaded 102 updates for Windows and Office it is approximately 600MB and above. After downloading, some updates maybe, 23 failed to install and 3 were said to be not needed. And I restarted my PC, after restarting, Windows Update prompts me to install the remaining updates which is not installed for the first time. Then It installs the 90% then restarts the machine, after restarting the remaining not installed updates installs successfully. What maybe the cause of that problem?

Please follow the Windows Update Posting Instructions and post the requested data
If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)
