Windows Update not downloading

Windows Update downloaded and installed 3 updates earlier today without problem. However, I've only been able to get 2 more updates in the last 8 hours. WU displays "Downloading and Installing updates" and then sits there indefinitely at 0%. Byte count monitor show 0 byte count going up or down and Netstat shows no established TCP connection for WU. I have WU set to alert me to updates but allow me to choose whether to download. I have several updates to get and i'm downloaded them in piecemeal fashion until the WU problem is resolved. I also notice that Checking for updates hangs forever. Here's what I've done so far :
. Cleared WU download cache

. Downloaded and installed the latest WU agent

. Verified that the BITS and WU services were automatic & started

. Ran the WU troubleshooter under Systems & Security in Control Panel
result : utility displayed "Checking for updates online" & hung in some dead end loop forever

. Ran sfc /scannow & it came back clean

. Ran the WU Fix It diagnostic tool
result : couple of issues - service registration corrupted - Fixed
error 0x80070057 - Not fixed

I was wondering if this spasmodic behavior of sometimes working and then not at all for hours could have something to do with overloaded servers - like maybe thousands Windows 10 downloads are going on.
Does anyone have any insight as a solution to this problem ?

Please follow the Windows Update Posting Instructions and post the requested data

If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

Please also post the C:\Windows\windowsudpate.log file

I did read the instructions before posting. However, the SURT download is massive (over .5 GB), and I'm in a rural location and my ISP (Sprint 4G lte) plan has a cap. Overages are costly. I can, however, include the windows log file.

That will help - as well as the CBS logs as they stand now.
I sympathise with a capped bandwidth - I use a dongle from home, so have to be careful!
