Hi,
Okay
I'm not a big fan at manually checking for updates windows should do that on delayed start automatically

Reset the update settings to Check for updates but let you choose when to download and install
Uncheck Give me recommended updates the same way.
Save and restart the machine.

See what these services are set at
Then click Start and type in the search box
services
Click the suggestion or the enter key
Make sure these services are running and on automatic or delayed start.
Double click the listings to get the options to change them.

Restart or shut down for a little while 20-30 minutes and startup
Double check the services and update settings and leave it alone do not manually check for updates again.

Shut down at night and startup in the morning.

I have done the above (and not tried to install anything).

The services are started except for Windows Installer which is not even though it is an automatic/

In Windows update it had a bunch of stuff available to install but not downloaded.

Well I came up with a post from our Noel on another forum
Windows Operating System - Windows(R) 7, OEM_COA_NSLP channel

This is an interesting one - It's an OEM System Builder Key. BUT (if I'm reading it right) it's one that is for Large OEM's to use as (free?) Upgrades on their machines only.

So, it looks to me that you got what you should have got this time :)

Hopefully, Jason will be able to confirm that.
(If not, then you could always repost the report in the Genuine Windows 7 forum atMicrosoft forums - Windows 7 Genuine Advantage Validation Issues (Windows 7)
where the Forum owner puts all reports through his checking tool for analysis.)

HTH - and good Luck

Yea windows is activated so I just thought it was odd by the description Noel had posted about it :/
Noel is ill at the moment or I would ask if he ever found anything more on it,

M$ is weird lately
I had a 32 bit system that would not update no matter what I tried
I finally reinstalled Vista sp2 on another ssd and using the oem activation key on the bottom of it
Which failed to activate so I had to activate by phone which did using another string of numbers that was given though text message from M$,

Then I used the inplace upgrade disk and activation key.
All went okay.

Reinstalled the original ssd that had the issues.
uninstalled net framework 4.6.1 and installed net 4.5.2
Then switched to never check for updates and Installed manually
https://technet.microsoft.com/library/security/MS16-039?f=255&MSPPError=-2147217396

After that all was good finally even my svchost soaking up 50%++ cpu usage was gone :)
Manually checked for updates and there were the rest of April's updates along with the net 4.5.2 security fixes.

It's just weird days for win-7 as far as I can tell
