have tried sfc /scannow
also the steps in this http://www.sevenforums.com/tutorials/113399-windows-update-error-80246008-windows-7-fix.html
but to no avail, i still receive the error message
i have also used take ownership on the downloader file in programdata/microsoft/network
and was able to start bits service once i then re enabled windows update. it hung for awhile so i restarted and got the same error for bits, tried take ownership again, but still get the same error
