Windows was unable to connect to "select" Internet

Hello I have an HP Envy 17 Laptop. I've recently been unable to connect to an unsecured wi-fi connection that I have been able to connect to perfectly fine in the past. Since yesterday though, when I tried to connect, I kept getting a message saying, "Windows was unable to connect to blank internet".

If anyone could help me with this, I would greatly appreciate it.

Yes, I do, however, it's not my own connection I'm trying to connect to. Our internet ocassionally goes down, so whenever that happens, we use our neighbors network. I'm guessing they have a router. Another point to be noted is that, my laptop is the only device that is unable to connect to our neighbor's network, my sibling is able to connect his laptop, along with his Ipod Touch, without any problems.

After trying that, it still says "windows was not able to connect to 'blank' internet", I'm able to connect all other unsecured networks. I used to be able to connect to this particular one, but since yesterday, I haven't been able to, even though everyone else's devices are able to connect to the particular network I can't connect to anymore.

If it is an unsecured network (and assuming you're within good range, and not at the fringes of connectivity signal-wise) and your laptop refuses to connect, then the device you're connecting to is refusing the connection. There can be any number of reasons for this, although the most obvious would be intended blocking via MAC address filtering.
